Richard Whaley has over 20 years experience in the Environmental, Health & Safety field. Initially in heavy construction and refinery turnarounds, he then went on to become an EH&S Program Manager for Aerospace, Plastic Injection Molding and Gas Fired-Steam Turbine Power Generation organizations over the next decade. Richard is currently the Industrial Safety Officer for the City of San Jose – Regional Wastewater Facility in the California Bay Area.
Concurrently with his EH&S career, Richard served in the USAF Auxiliary – Civil Air Patrol as a Search & Rescue Mission Specialist from 1982-2009. Deployed on literally hundreds of SAR missions and several Presidential Declared Disasters, Richard has been decorated numerous times for service including a Commanders Commendation and two Lifesaving awards.
Drawing on both his EH&S and Emergency Services experience, Richard went to work for the Prestigious Kaiser Permanente Hospital system in 2009 as an Emergency Preparedness Planner where he developed and implemented the Integrated Emergency Management Program currently in use at the Santa Clara, CA facility. While at KP, Richard led the organization through two Joint Commission Surveys where his IEMP was credited by The Joint Commission as a Best Practice. The IEMP was also recognized by the California Hospital Association as a Best Practice at their 2010 Annual Convention in Sacramento, CA.
In 2013 Richard accepted an Emergency Management Program Manager position with Swedish Healthcare in Seattle, WA which brought him to the Pacific North West and later worked for the WA Region 8 Public Health Emergency Preparedness and Response (PHEPR) program where he coordinated the healthcare preparedness activities of a five county region in central Washington State.
Richard is a FEMA certified Master Exercise Practitioner and HSEEP Train The Trainer. He is also a Certified Environmental and Safety Compliance Officer (CESCO), Associate Safety and Health Manager (ASHM) and Occupational Safety & Health Professional (OSHP). Additionally, he holds numerous other professional certifications in occupational safety & health (OSH) and emergency management (EM) including a Basic Certificate in Public Health Preparedness from the University of Arizona, Tucson.
